Registration of Societies - Conditions

  1. The 'Society' must be established and conducted wholly or mainly for one of the following purposes:-

    • Charitable;
    • Participation in or support of athletic sports, games or cultural activities;
    • other purposes than described above, which are neither purposes of private gain nor purposes of any commercial undertaking.

  2. A Society must not put on sale tickets valued at more than £20,000 for any one lottery or over £250,000 for all lotteries held in one year. (If these levels are exceeded, then an application must be made to the Gaming Board of Great Britain.)
  3. The Promoter of the Society must be a member of the Society authorised by the governing body of the Society.
  4. Every ticket must specify:-
    • the name of the local authority;
    • the name of the society;
    • the name and address of the promoter;
    • the price of the ticket; and
    • the date of the lottery.

  5. Prizes - the value of a top prize is such that a lottery will, in future, be limited only by a rule that no more than 55% of the proceeds should be used to buy prizes (ie. if proceeds reach the maximum of £20,000 allowed under local authority registration, total prize money which may be paid is £10,000 and the biggest prize offered will come out of that sum). Prizes may be donated to a lottery at a reduced cost or free of charge.
  6. The amount of the proceeds appropriated on behalf of expenses must not exceed the expenses actually incurred or 350% of those proceeds, whichever is the less.
  7. No ticket or chance may be sold to a person under the age of 16.
  8. No ticket or chance may be sold by a person when visiting any other person at his or her home in the discharge of any official, professional or commercial function not connected with lotteries.
  9. No ticket or chance may be sold at a price exceeding £1. The price of every ticket distributed or sold must be the same and must be stated on the ticket.
  10. No payment other than the price of a ticket or chance may be required of a person as a condition of his admission to participate in a Society's lottery.
  11. The whole proceeds after deducting sums lawfully appropriated in amount of expenses or for the provision of prizes must be applied to the purposes of the Society.
