The Local Government Ombudsman

You can complain to the Ombudsman (External website**) about any administrative failures of the Council at any stage, but this is usually done when the Council has been unable to resolve your complaint.

The Ombudsman is an independent body with powers to investigate a complaint and to suggest remedies where the complaint is justified.

The Ombudsman's Office will look at how a decision has been taken but will not normally question the decision itself if it has been properly made or query the relevance of the particular Council policy.
