Some decisions not included on the Forward Plan

What is the Forward Plan?

The Forward Plan is a list of decisions the Council’s Executive intends to take during the next three months. The Plan is updated monthly and is available to the public 14 days before the beginning of each month. Some of these decisions are known as Key Decisions.

Key decisions

Key decisions are:

The Budget and Policy Framework

This includes the Council’s budget, certain housing land transfers and the following plans and strategies:

  • Annual Audit Plan
  • Asset Management Plan
  • Best Value Performance Plan
  • Capital Programme
  • Communications Strategy
  • Community Safety Strategy
  • Community Strategy
  • The Constitution
  • Corporate Equality Plan
  • Incorporating Race Equality Plan
  • The Corporate Plan
  • High Peak Local Plan
  • Housing Strategy
  • Investors in People
  • Licensing Policy
  • Local Development Framework
  • Recycling Strategy
  • Social Inclusion Strategy

Some decisions are only made by the full Council, which meets five times a year. The Council delegates decision-making powers to certain committees for specific issues, such as planning applications. The Executive takes the majority of other decisions, either as a group, or individually. Because this puts a lot of power into the hands of this small number of Councillors, safeguards are built in to ensure the system is open and accountable.

Each month we publish a rolling forward plan of key decisions to be taken by the Executive over the next four months. This will show what decision is being taken, when and by whom. The Plan is also available at all Council offices and leisure centres, as well as being sent to the local press.
