
Housing Benefit and Council Tax Benefit are a means-tested benefit administered by the Council on behalf of the Department of Works and Pensions. It provides help for people with low income to pay rent and council tax. The rules concerning the administration of these Benefits are contained in the Regulations that have been approved by Parliament.
