The Pavilion Gardens grounds were tastefully and skilfully laid out in 1871, by Edward Milner, of Dulwich-Wood, Norwood, the landscape gardener and garden architect, who was employed in to lay out the Crystal Palace grounds, in south London.

The Buxton Pavilion and Gardens, which cost £12,000 to complete, were officially opened on September 30, 1871, by the Duke of Devonshire, Lord George Cavendish, MP, who gave the land for this.
