
The Government is introducing the Standard Planning Application Form (1APP) on 6 April 2008, which includes specific national information requirements.
Any application that does not include the information requested, and is not submitted on the Standard Application Form, will be invalid. The Government has indicated that it will shortly introduce legislation to enable these changes to come into effect.
In addition to the national requirements, the Government is encouraging local planning authorities to draft their own list of local requirements, drawn from a list of topics that the Government has provided in guidance, which was issued in December 2007. This guidance can be found at:
The Council has drafted a local list of information requirements and seeks your views on its contents. A local list has been drafted for each of the proposed standard application forms. Guidance notes have also been drafted, relating to both the national and local lists.
The Government has indicated that the contents of the local list will not become mandatory until a consultation with interested parties has been undertaken. Once the consultation period has expired, the responses will be assessed and reported to the Council’s Development Control Committee, with a recommendation for any modifications that are considered appropriate. The list will then be formally adopted and its requirements will become mandatory when validating applications. Notice of the adoption will be forwarded to the Planning Portal, which act on behalf of the Government.
The Government has suggested in the guidance that the local list be reviewed at least every three years.
The Council encourages pre-application discussions, which will enable applicants to be informed of all information requirements for an application they are considering submitting. These can help in reducing delays in processing applications and avoiding invalidation of submitted applications.
