Future High Street Fund Application for Buxton

High Peak Borough Council was one of the first 50 areas, out of an anticipated 150 towns in total, to be selected to develop a business case for the Government's £1 billion Future High Street Fund.

The purpose of the fund is for Councils and their partners to deliver "transformational and structural changes to address local and national challenges and diversify town centre uses away from retail", in those town centres experiencing retail shrinkage.

The fund was made up from two stages - an initial small grant for Councils, working with partners, to develop plans to help transform town centres and submit a business case to Government, and a second stage for those selected for funding to implement these proposals. The grant would be used to fund proposals which would not be commercially viable without public sector funding. There was no guarantee that second stage funding would be available.

High Peak Borough Council submitted the business case for Buxton in June 2020 and on 26th December 2020 it was announced that that 15 towns had received their full request, a further 57, including Buxton, had received a partial "in-principle" offer (representing 69% of ask) and 29 applications were rejected.

The 'In principle' offer for Buxton is for £6,608,223 - and the Council has to revise their proposal to this reduced amount and submit a revised plan by 26th February 2021.  We are not able to make fundamental changes to the objectives of the approved proposals or change where we spend it,  but we are able to reduce or remove some elements where they do not fundamentally impact on the objectives. To help inform this process, we are working with:

  • community groups and key stakeholder to ask them confirm their priorities
  • elected members to confirm their priorities, and understand risks and impact of any proposed changes
  • Asking local residents and business to confirm their priorities and make suggestions - The survey  is now closed

Buxton has also been successful in securing Heritage Action Zone initiative which will complement the above scheme and provide grant funding to reinstate traditional shop fronts and restore vacant heritage buildings.
