A public inquiry will take place regarding an appeal that has been made against the refusal of planning permission on 12 September 2025 by the Council for Outline planning consent for the construction of up to 110 dwellings*, with all matters reserved (except principal points of access) including all associated ancillary works and engineering operations.
* Note that the description of development has now been amended by the Appellant to provide for the construction of up to 100 dwellings rather than 110.
About the public inquiry
A Planning Inspector was appointed by the Secretary of State and the appeal will be heard by way of a public inquiry.
The inquiry is due to open on the 18th August 2026 for four days ending on the 21st August and is then scheduled for 2 further days held in reserve that, if required, will be held on line on the 25 and 26 August 2026.
The venue for the first 4 days will be 1st Dinting Scout Centre, Adderley Place, Glossop SK13 6PA. Parking at the premises is very limited so please travel by public transport if possible. If you are a blue badge holder please contact Hannah.Varley@highpeak.gov.uk who can arrange parking to be reserved for you.
The inquiry will start at 10am on the 18th August 2026 and at 9:30am on the 3 following days. Further information regarding the virtual event will be posted here in due course.
It is expected that the inquiry will adjourn every day at approximately 5pm, or such time as is convenient shortly after that and there will be breaks during the course of the day, including a longer break for lunch.
Anyone can visit to observe proceedings or to make their views about the appeal proposal known to the Inspector. The inspector has indicated that she will hear public views regarding the proposal on the morning of the first day of the appeal but if you are unable to attend at that time please can you let Ms Varley know when you can attend as soon as possible and she will inform the inspector who will try to accommodate you.

Case Management Conference
On the 11th June 2026 the Planning Inspector appointed to hear this appeal on behalf of the Secretary of State held a case management conference with the representatives for the Council and the Appellant which took place virtually. No discussion took place on merits of the respective parties cases and no evidence was heard or submitted. The purpose of the conference was to set out a clear indication of the ongoing management of the appeals and the presentation of the evidence so that the forthcoming inquiry is conducted in the most efficient and effective manner.

Evidence Submitted to the Planning Inspectorate
The Appellant submitted their statement of case with the appeal and the Council's statement of case was submitted to the planning inspectorate on the 8th June.
The Council and the Appellant have agreed a statement of common ground that sets out those matters that are agreed and those that are not agreed and that was submitted on the 10th June.

The Council and the Appellants will exchange proofs of evidence in support of their cases that can be viewed here on or after the 22nd July 2024.
The Council currently intends to call three witnesses: Mr B Philips (planning and design), Ms R Wooddisse (Housing land supply) and Mr P Hughes (playing fields).
The Appellant intends to call five witnesses: Ms S Cox (planning), Mr R Holliday (Housing land supply), Mr Shepherd (education provision), Mr Crowford (design) and Mr Allen (playing fields).
In addition to the evidence submitted already, the Council and Appellant will endeavour to agree conditions and a planning obligation agreement before the inquiry starts, should the inspector be minded to grant the appeal. A timetable for the submission of all additional information is attached as an Annex to the Inspectors Conference Note.
